iTravelFree

iTravelFree is a free mobile gateway to Wikitravel, the Wikipedia of travel guides.

Use it to search for and download Wikitravel destination guides, and/or fetch a guide for your current location, or anywhere on the apps map; navigate guide information with a simple, iTunes-like interface; plot sights/hotels/restaurants/etc. on a map; and add/edit Wikitravel information yourself.

Everything you download remains available when offline, too. In principle, the newest version even supports offline maps, although the process remains quite complex - the next version will fix that.
